AUTOMOBILE BURGLARY & THEFT PREVENTION AUTHORITY <br />PROGRAM NARRATIVE <br />2. Goals and Objectives (See Instructions on page 18) <br />My totals are from the UCR's of all the agencies in the twelve counties we cover. There were <br />812 auto thefts in 2009 and 940 in 2008. This is a 14% decrease. We will strive to have a 5% <br />decrease for 2010/2011. The BMV's are down from 2081 to 1917. This is an 8% decrease. Our <br />Task Force will continue to work with all agencies in our area to assist or train officers in <br />processing vehicles for evidence in auto crimes. We use ISO and LEADS ON LINE for <br />identifying offenders and developing leads. We work with Paris Police Department's Public <br />Information Officer in planning public awareness and PSA's. The east Texas Broadcasting airs <br />PSA announcements without charge. They cover most of our area. <br />Here are the tools we use to complete investigations: <br />• Obtain and develop information on auto crimes and identification of offenders <br />• Interview and interrogate offenders and interview victims <br />• Locate and recover stolen vehicles, parts, stolen property, etc. <br />• Identify altered vehicles (salvage inspections & 68A inspections, dealers) <br />• Investigate Insurance Fraud <br />• Arrest offenders and complete required investigation <br />• Set and testify at property hearings to restore stolen property <br />• Use LEADS ON LINE and communicate with pawn details to develop leads <br />• Perform inspections on salvage yards, repair shops, and vehicle dealers <br />• Assist Tax-Assessors in identifying altered or fictitious documents <br />• Assist Tax-Assessors in educating personnel <br />The Northeast Texas Auto Theft Task Force with continue to do public awareness programs <br />and educate the law enforcement and public in auto crimes prevention. We use civic group meetings, <br />local fairs, car shows, and local media to reach the public. DPS CID will always be used if available to <br />assist in investigations and training. <br />We cannot complete our goals without working with all agencies in our coverage area. <br />Continuing goals of the Northeast Texas Auto Theft Task force are: <br />• Reduce auto crimes in our coverage area by 5% <br />• Present five public awareness programs <br />• Provide three auto theft training classes <br />• Continue cooperative efforts with agencies and prosecutors to identify crime <br />areas and types of investigations <br />The City of Paris has the grants: <br />• Felony Crimes Unit <br />ABTPA-24 <br />
