PEDC Board Meeting Minutes <br />Ma,y 13, 2410 <br />facility is needed to house the Incubator prograin. But, in order for a business to participate in the <br />incubator program they will need the following: <br />• Solid marketing plan with six (6) months of cash flow in bank; <br />• Solid business plan with financial stability; and <br />• Be in business less than 2 years and struggling. <br />Currently, he has no idea to the number of businesses that meet this criteria or what industry may <br />be promoted through the incubator program. <br />e) NAACP meeting. Steve stated that he had attended the NAACP Executive Board meeting <br />last week and would attend their regular meeting later in the day at 5:00 p.m. He stated that the <br />NAACP Board is serious about including everyone in the community to be a part of what they are <br />doing. Reverend James Price, President of the NAACP addressed the Board. Mr. Price stated that <br />he was encouraged about the PEDC's participation in moving forward diversity in the community. <br />He would like to see the PEDC make a serious effort in recruiting minority businesses to the Paris <br />area. <br />fl Tax Abatement history. Steve provided a spread sheet to the Board members that provided <br />the history of awarded tax abatements from 1989 to the present. <br />g) Business Retention and Expansion visits. Steve reported that he had perfonned Business <br />Retention and Expansion (BRE) visits with Campbell's Soup, Turner Industries, Kimberly-Clark <br />and Sara Lee in the past month. These are a critical piece of the work that the PEDC does. He <br />commended Kay O'Dell for her presentation at Sara Lee. Pam Anglin stated that 30 Sara Lee <br />employees were participating in the GED program at PJC. PJC has taken faculty to the Sara Lee <br />facility and introduced the employees to various assistance programs that are available through <br />PJC. <br />Mr. Gilbert presented the Board members a spreadsheet of bids received for maintenance work <br />needed at the Industrial Park. The mowing quote included the C-Tech building at a cost of $2,310. Steve <br />told the Board that he would make contact with the C-Tech representative to confirm reiinbursement of <br />this expense. Dan Smith made the motion to approve Self's Lawn Service bid of $5,400.00 for mowing, <br />etc. of the Industrial Park which included the C-Tech building; seconded by John Wright. Motion carried. <br />Dan Smith made the motion to approve the Sanchez Lawn Maintenance bid for repairing the ruts at dam <br />area and removal of pond vegetation, subject to negotiating the amount and not to exceed $3,900.00; <br />seconded by Rick Poston. Motion carried. Pike Burkhart made the motion to approve Broadcast Lawn <br />Services bid of $528.00 for herbicide (weed control); seconded by Rick Poston. Motion carried. John <br />Wright made the motion to approve Stephen & Sons Concrete bid of $5,534.00 for concrete street <br />expansion joint repair; seconded by Chad Brown. Motion carried. <br />Mr. Gilbert stated that he had contacted a TIP Strategies to conduct a Manufacturing Industry <br />Economic Impact Study. They referred him TXP, an Austin-based consulting and data analysis firm. Steve <br />stated that this would be an economic impact study of every facet of our community. Tangible numbers, <br />logic and data. Especially with the scenario of losing 300 jobs at Sara Lee and potentially losing 700 jobs <br />at Turner Industries. TXP should have a proposal to him by May 14, 2010. Steve has asked for data from <br />Turner listing their employees by zip code (regional impact), occupational title and average wage. It was <br />agreed that less detail the quicker the data can be provided. Also, to confirm the age of the data sets, if the <br />data sets TXP is using is older than 2008 the data won't be relevant. Dan Smith made a motion to <br />authorize Steve Gilbert to negotiate a contract with TXP not to exceed $10,000; seconded by Pike <br />Burkhart. Motion carried. <br />2 <br />. ~ ~1 <br />
