The proposed ordinance represents phase I in revising the fee structure and includes an <br />addition and changes to Chapter 7"Buildings and Building Regulations" of the Code of Ordinances and <br />wil] help ensure that the consumers of the service pay the cost. Staff plans to bring a second phase of <br />restructuring after the question of third-party inspection, in-house inspections, or some combination is <br />definitively answered through the FY 2010-201 1 budget process, i.e. we cannot assess if our fees will <br />cover our costs if we are not certain of what the costs will be. <br />The changes proposed in this first phase include: <br />l. Section 7-3 will be added to Article I. 7-3 sets limits when a third party plan reviewer and <br />inspector will be used and paid for by the developer. Third party plan reviewers and inspectors <br />will be required to be preapproved by the City of Paris prior to use by developers. The only <br />change to this section froln the first reading is the addition of a fee for the third party applicants. <br />2. Section 7-19 is being revised to add a plan review fee for all building plans submitted to the City <br />that do not require a third party plan reviewer. A commercial site plan fee will be charged for <br />every project submitted to the City. The rules regulating site plans vary so much between cities <br />that most third party plan reviewers do not review site plans. Site plans include everything <br />outside of the building that is required by Code or Ordinance. Staff recommends changing the <br />in-ground swimming pool fee fram $25.00 to a valuation based fee because multiple inspections <br />are required on in-ground pools. The Certificate of Occupancy application fee is currently <br />$ 10.00. Staff proposes to increase this fee to $50.00. The last proposed change involves failure <br />to obtain a building permit. A$20.00 administrative fee is charged for every day of delay in <br />getting a building permit. Staff would like to increase this amount to $50.00 per day. <br />After reviewing the Bureau Veritas (BV) invoices from Jan. 2009 to Jan. 2010, staff has estimated <br />savings or additional fees in the following areas: plan review fees charged by BV $90,000 (to be done in <br />house), fire review and inspection fees $50,000 (to be done in house for a fee or by third party), Plan <br />review fees to be charged by the new ordinance $8,000, increased Certificate of Occupancy fee $5,000. <br />The total of these savings and additional fees is $153,000.
