Director of <br />Council Date: <br />Development <br />Engineering, Planning & <br />15. <br />6/28/10 <br />Develo ment <br />RECOMMENDED MOTION: <br />Move to approve a Resolution in support of the application to the U.S. Department of Transportation, <br />Tiger Discretionary Grant Program, by Ark-Tex Council of Governments (ATCOG) for funds to <br />construct the Northeast Texas (Red River Valley) Trail. <br />POLICY ISSUE(S): <br />Intergovernmental cooperation <br />BACKGROUND: <br />The Ark-Tex Council of Governments (ATCOG) is applying for a grant to construct a 130-mile non- <br />motorized, pedestrian, biking and equestrian trail from Farmersville, Texas to New Boston, Texas (see <br />included map). The current trail system extends five miles from S.W. 12`h St. in Paris east to Airport <br />Road. There are pending and proposed projects that will extend the trail west to S.W. 4t" St in Paris and <br />from Airport Road to the eastern Blossom City limits (the City's Master plan for the Trail de Paris is <br />included in the packet).. <br />The railroad corridor is rail banked by six parmering organizations, including the Bowie County <br />Chaparral Rails to Trails, City of Annona, City of Avery, City of Clarksville, and Greater Paris <br />Development Foundation. When constructed the trail will be the longest in Texas and the fifth longest <br />in the United States with Paris Texas at the heart of the trail. <br />The estimated cost is approximately $19 million dollars.
