RESOLUTION NO. 2010-074 A RESOLUTION OF THE CITY COUIVCIL OF THE CITY OF PARIS, TEXAS, APPOINTING MEMBERS TO THE BOARD OF DIRECTORS OF THE ARK-TEX COUNCIL OF GOVERNMENTS AND RECOMMENDING MAYOR WILL BIARD TO SERVE O1V THE EXECUTIVE COMMITTEE OF THE ARKTEX COUNCIL OF GOVERNMENTS; MAKING OTHER FINDINGS AND PROVISIOIVS RELATED TO THE SUBJECT; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on September 8, 1969, the City Council of the City of Paris, by Resolution No. 1330, jointed the Ark-Tex Council of Governments; and, WHEREAS, in accordance with the Bylaws of the Ark-Tex Council of Governments, its Board of Directors shall be composed of inembers elected or appointed by its membership; and, WHEREAS, the City Council is entitled to appoint three of its members to serve on the Board of Directors of the Ark-Tex Council of Governments, as provided in said Bylaws; and, WHEREAS, the terms of office of Will Biard and Jesse James Freelen, as members of the Board of Directors of the Ark-Tex Council of Governments, expired on May 31, 2009; and, WHEREAS, there exists another vacancy in the City's representation on the Board of Directors of the Ark-Tex Council of Governments due to Jesse james Freelen no longer being a member of the City Council, and it is necessary to appoint his successor; and, WHEREAS, the Mayor of the City of Paris does hereby recommend the appointment of Will Biard, and the reappointment of Rhonda Rogers and Joe McCarthy for terms of one (1) year, beginning June 1, 2010, and ending May 31, 2011, or for as long as they are members of the City Council, or until their successors are duly appointed; and, WHEREAS, the Mayor does also hereby recommend the appointment of Will Biard to serve on the Executive Committee of the Board of Directors of the Ark-Tex Council of Governments. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS. Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved.
