Director of Council Date: & Development Engineering, Planning & 14. 07/26/10 Develo ment RECOMMENDED MOTION: Move to approve a resolution awarding the bid for the Trail de Paris extension from 8'b SE to 12th SE Streets to Richard Drake Construction Co., LP, in the amount of $111,553.00 and authorizing the City Manager to negotiate and execute all necessary documents. POLICY ISSUE(S): Capital improvement; Contract BACKGROUND: The City has a$120,000 Texas Parks & Wildlife recreations trail grant to extend the Trail de Paris from its current end at 12t" Street SE to 8t" Street SE. Richard Drake Construction Co., LP, was the only respondent to the July 30 RFP and bid $111,553.00. Hayter Engineering was also contracted with to provide the engineering services for the project for $23,623 and earlier this year a railroad flatbed car was purchased a cost of $14,740 to serve as the bridge for this section at for a total cost of $149,916 (the budgeted amount for this project is $144,000). A 20 percent match is required and is being provided by: $5,000 from Kiwanis, Keep Paris Beautiful and the Chamber of Commerce; $2,500 from Lamar Power Partners; and the remaining $6,500.00 will be in the form of work force accounts (clean up and installing a box culvert ) by city. The bid contained four alternate bids. The first and second alternate bid items included a non-slip deck coating and bridge painting. Staff recommends doing the deck coating; however the sandblasting for the entire bridge was contained in the bridge painting line item. The contractor has separated the bid so we can include the sandblasting of the bridge deck and application of the non-slip coating. The revised cost for the deck coating is $6,548.00. Staff also recommends adding the bridge fencing item ($3,600.00). The base bid with the revised Aland A3 bid items brings the bid to $111,553.00. Staff recommends awarding the bid to Richard Drake Construction Co., LP in the amount of $111,553.00.
