CITY COUNCIL AGENDA ITEM BRIEFING SHEET <br />Submittal Date: <br />Originaring Department: <br />Presented By: <br />Agenda Item No.: <br />07/15/10 <br />Council Date: <br />City Council <br />Council Member Jason Rogers <br />16. <br />07/26/ 10 <br />RECOMMENDED MOTION: <br />POLICY ISSUE(S): <br />Fiscal. <br />BACKGROUND: <br />On July 15, 2010, Council Member Jason Rogers submitted the accompanying Council Member Agenda <br />Item Request form following similar comments made during the Council's July 12 meeting. <br />The City's landfill contract with Waste Management expires September 30, 2010, and Sanitation <br />Solutions is expected to begin operating its new landfill near Blossom in the few months. In 2005, an <br />ordinance requiring that residential sanitation be provided by City employees was passed as the result of <br />a citizen petition. Council was prohibited from amending or revoking the ordinance for two years and <br />that period has elapsed. Staff is prepared to issue an RFP for landfill services but if Council decides to <br />suspend the RFP process then we would go to a month-to-month arrangement with Waste Management <br />while we evaluate the necessity and feasibility of privatizing residential sanitation collection. <br />It is questionable whether there is sufficient volume in this region to support two landfills and the <br />landfill who receives the volume from the City of Paris is in a better position to survive its competition <br />than the landfill that does not.
