BACKGROUND: On July 15, 2010, Council Member Jason Rogers submitted the accompanying Council Member Agenda Item Request form following similar comments made during the Council's July 12 meeting. The City's landfill contract with Waste Management expires September 30, 2010, and Sanitation Solutions is expected to begin operating its new landfill near Blossom in the few months. In 2005, an ordinance requiring that residential sanitation be provided by City employees was passed as the result of a citizen petition. Council was prohibited from amending or revoking the ordinance for two years and that period has elapsed. Staff is prepared to issue an RFP for landfill services but if Council decides to suspend the RFP process then we would go to a month-to-month arrangement with Waste Management while we evaluate the necessity and feasibility of privatizing residential sanitation collection. It is questionable whether there is sufficient volume in this region to support two landfills and the landfill who receives the volume from the City of Paris is in a better position to survive its competition than the landfill that does not. Both Waste Management and Sanitation Solutions also offer residential collection services and therefore proceeding separately with the landfill RFP may reduce the City's opportunity for the most competitive residential collection proposals (assuming Council wants to investigate the possibility of privatizing residential sanitation). If Council decides to suspend the landfill RFP process and evaluate the possibility of privatizing residential sanitation collection, it is recommended that Council appoint a seven-member review committee of two Council Members, City Manager, City Attorney, Public Works Director, Sanitation Supervisor, and one Sanitation Department employee.
