CITY COUNCIL AGENDA ITEM BRIEFING SHEET
Submittal Date:
Originating Department:
Presented By:
Agenda Item No.:
08/03/10
Engineering, Planning &
Council Date:
Development
Shawn Napier, P.E.
12.
08/09/10
RECOMMENDED MOTION:
Move to accept TxDOT's proposed paving width of 100-feet for the Primary Runway 17-35 at Cox
Field and authorizing milling of the
POLICY ISSUE(S):
Capital improvement; Fiscal management
BACKGROUND:
Cox Field's Primary Runway 17-35 is currently 150-feet wide was originally built in World War II to
accommodate large bombers. The existing pavement surface is a slurry seal and it is delaminating
potentially creating hazardous foreign object debris (FOD) on the runway. As part of the current Airport
Master Plan process and engineering for next year's runway overlay project, an evaluation of the types
and number of current and forecasted airfield operations led the Texas Department of Transportation
(TxDOT) to recommend funding for a 100-foot wide runway, decreasing the width by 50-feet. When
this decision was initially announced, there was concern from some Cox Field users that narrowing the
width would be detrimental to future development and also our existing industrial plants that use the
airport. After hearing all of the options and associated costs, some of these users have since reversed
their opposition. PEDC is also recommending accepting TxDOT's 100-foot proposal.
The proposed overlay project will mill the slurry seal down to the original concrete surface for the 100-
foot middle portion of the runway and crack seal the joints on the outside 25-feet. In order to progress
with the 2011 Runway 17-35 Overlay and Airfield Improvements Project, a decision has to be made if
the City of Paris will pay the additional estimated cost of $500,000 to pave the extra 50-foot of the main
runway. The current estimated cost of the project is $1,675,000 with the City matching 10 percent.
A second option includes milling the entire 150-foot width of the main runway, fix the joints and crack
seal the outer 25-foot that will not be overlayed. This additional work can be done for an estimated
$30,000. By milling the outside 25-feet on both sides of the runway this will eliminate a problem of
foreign object debris (FOD) on the runway and improve the aesthetics of the runway.
Staff recommends the second option.
BOARD/COMMISSION RECOMMENDATION:
PEDC recommends proceeding with the proposed 100-foot wide option; the Airport Advisory Board has
not made a recommendation.
EXHIBITS:
ACTION:
BUDGET INFO:
❑ Financial Report
❑ Minute Order
Expense
$167,500.00
❑ Department Report
~ Resolution
Budgeted Amt.
$275,031.00
❑ Presentation ❑ Ordinance
y'I'D Actual
$0.00
❑ Public Hearing ❑ Other
Acct.
