The existing pavement surface is a slurry seal and it is delaminating <br />potentially creating hazardous foreign object debris (FOD) on the runway. As part of the current Airport <br />Master Plan process and engineering for next year's runway overlay project, an evaluation of the types <br />and number of current and forecasted airfield operations led the Texas Department of Transportation <br />(TxDOT) to recommend funding for a 100-foot wide runway, decreasing the width by 50-feet. When <br />this decision was initially announced, there was concern from some Cox Field users that narrowing the <br />width would be detrimental to future development and also our existing industrial plants that use the <br />airport. After hearing all of the options and associated costs, some of these users have since reversed <br />their opposition. PEDC is also recommending accepting TxDOT's 100-foot proposal. <br />The proposed overlay project will mill the slurry seal down to the original concrete surface for the 100- <br />foot middle portion of the runway and crack seal the joints on the outside 25-feet. In order to progress <br />with the 2011 Runway 17-35 Overlay and Airfield Improvements Project, a decision has to be made if <br />the City of Paris will pay the additional estimated cost of $500,000 to pave the extra 50-foot of the main <br />runway. The current estimated cost of the project is $1,675,000 with the City matching 10 percent. <br />A second option includes milling the entire 150-foot width of the main runway, fix the joints and crack <br />seal the outer 25-foot that will not be overlayed. This additional work can be done for an estimated <br />$30,000.
