RESOLUTION NO. 2010-086 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS; AUTHORIZING AND APPROVING A DONATION PROGRAM TO ASSIST CITIZENS OF THE CITY OF PARIS WHO DESIRE TO DONATE FUNDS TO THE TRAIL DE PARIS PROJECT; PROVIDING FOR A FUND ACCOUNT FOR TRAIL DE PARIS BEING ESTABLISHED FOR SAID DONATIONS; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, the City of Paris has long supported the Trail de Paris project and the ongoing improvements and extensions to this trail; and, WHEREAS, Trail de Paris has become a treasure to our community and provides hours of pleasure to our citizens and is a popular place for everyone to enjoy a stroll with their family and for serious exercise enthusiasts to have a safe and attractive setting for their activities; and, WHEREAS, it has been requested that the City establish a voluntary donation program for citizens who wishes to donate funds to support the Trail de Paris Project by allowing citizens to authorize the collection of their donations to Trail de Paris through the water billing system; and, WHEREAS, it is deemed appropriate that the City of Paris accommodate the citizens who wish to financially support the Trail de Paris project by allowing payments to be made through the City water billing system. 1VOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, THAT: Section 1. The findings set out in the preamble to this resolution are hereby in all things approved. Section Z. The donation program to assist citizens of the City of Paris desiring to help financially support the Trail de Paris project within our community through the City water billing system be, and is hereby approved. Section 3. The Director of Finance be, and he is hereby authorized and directed to establish the donation program using the City of Paris water billing system. Section 4. All donations received shall be encumbered for use only for maintenance and improvements to the Trail de Paris and any funds remaining at the end of a fiscal year shall be available for maintenance and improvements to the Trail in subsequent fiscal years. Section 5. This resolution shall be effective immediately upon passage.
