vehicles and pedestrians across the active runway. Mr. Hodges stated that each car has 8
runs, 4 in the morning and 4 in the afternoon, starting about 8:00 am and ending by 3:00
pm. This is not a heavy spectator sport, unless you advertise it, normally it would involve
only the participants. Becky Semple, Tourism Director, Paris Visitors & Convention
Center stated this is an awesome idea of this nature to grow and focus on the airport. Jerry
Richey stated he doesn't really want to close the airport for the event. Mindy Moree,
President, Chamber of Commerce stated this event is a self contained event and needs
volunteers to man it. Vic Ressler stated he has concerns over people crossing an active
runway, along with furnishing restrooms. Shawn Napier stated there is a special event
pen-nit application that will be completed that will address some of these issues. Ray Ball
asked could we use the trolley to control pedestrian traffic. This way we could control
how people are moved back and forth across the runway. Steve Hodges showed a video to
the board members of an autocross in Germany. Motion was made by Billy Copeland,
seconded by Steve Gilbert to approve the autocross as a permitted Special Event at the
airport. Motion carried 6-1.

4. Update,fr-om Alex Pickering, Scott's Custom Signs regarding the Airport Sign.

Alex Pickering, Scott's Custom Signs stated they have the piers poured and they hope to
have the frame up next week. The frame has become extremely rusted after setting
outside for several months. They have found a company that has a portable sand blaster
who is willing to come out and sand blast the sign down to the bare metal. Cunningham
Steel is willing to transport the sign for them.

5. Discussion of and possible action on bringing potential businesses to Cox Field.
No report.

6. Discussion of and possible action on updating the hangar lease.

Steve Gilbert stated he had a brief discussion with the City Attorney and City Manager
regarding review of the lease and board recommendations. Mr. Gilbert stated he hopes
to have an update by the next board meeting.

7. Discussion of and possible action on the Cox Field Master Plan, Phase 11.

Shawn Napier stated the board wanted to get together and submit a uniformed set of
comments. The board had no further comments. Steve Gilbert stated at the open meeting
with the consultants earlier this month one of the discussions was from an airport/aviation
perspective the option for closing one of the crossing runways was to close runway 321
the one that runs NE and SW. Based on these recommendations Mr. Gilbert created a
handout with all the recommendations listed which PEDC supports. Shawn Napier stated
they had a plan A and plan B, and after discussion Council choice plan B. Fred Williams
asked how long will the runway be closed to do the repairs. Shawn Napier stated until we
actually get the contractor in here we will not know. The bids will go out and we hope to
have a pre-construction meeting in February, which will give us a time frame for the

00.11
