POLICY ISSUE(S): Fundraising; Historic preservation BACKGROUND: This year's Leadership Lamar County Class has selected the Grand Theater Fagade Restoration as this year's class project. This will involve restoring the fagade of the building back to the 1937 renovated look. The Class plans on breaking the project into two phases, with the first phase being the fagade restoration above the canopy and the second phase being the box office restoration below the canopy. The architectural assessment, project phasing, proposed before and after pictures, and cost estimates accompany. Two factors demonstrating the City's commitment to The Grand lead the class to choose this project over other worthy proposals they received. First was the City's $15,000 Certified Local Government Grant through the Texas Historic Commission to contract with Denney Architects to prepare plans and specifications for the restoration of the fagade (the City's match was $15,000, for a total project budget of $30,000). Second, the City made an emergency repair to the roof of the Grand Theater last month. The old roof had at least five layers of roofing materials that added a tremendous weight to the structure. All of the old layers have been removed and a new roof installed. The old roof also had several holes in it that was allowing water to get into the building. In addition, the weight of all the roof layers caused material to separate from the parapet walls, allowing more water to flow down the internal walls of the building. The roof work was done by Quality Roofing ($28,670.00) and some carpentry work by Bobby Smallwood Construction ($1,420.00) for a total cost of $30,090.
