POLICY ISSUES): Donation; beautification BACKGROUND: The Mrs. Louis Hagood family would like to donate a clock in honor of her late husband Thomas Hagood and to be installed at the southeast corner of the downtown plaza. The clock is proposed to be placed in the sidewalk immediately behind (northwest side) the planter bed (see accompanying design detail and rendering of the proposed clock and location). The family would also like to place a small dedication monument at the base of the clock and would like to have the clock installed by Mr. Hagood's January 30 birthday. The Historic Preservation Commission is currently scheduled to meet on this item on October 25, 2010 at 4:00 P.M. The clock and installation is estimated to cost approximately $25,000 and will be paid for by the Hagood family. The only reoccurring cost will be electricity for the clock and a yearly maintenance agreement with the clock company.
