Regular Council Meeting <br />October 25, 2010 <br />Page 9 <br />PROVIDING FOR THE USE OF SCHOOL ZONE FLASHING BEACONS DURING <br />SCHOOL EVENTS; MAKING OTHER FINDINGS AND PROVISIONS RELATED <br />TO THE SUBJECT; PROVIDING A REPEALER CLAUSE, A SEVERABILITY <br />CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN <br />EFFECTIVE DATE. <br />A Motion to invoke the super majority rule was made by Council Member McCarthy and <br />seconded by Council Member Wright. Motion carried, 7 ayes - 0 nays. <br />A Motion to approve this item was made by Council Member McCarthy and seconded by <br />Council Member Wright. Motion carried, 7 ayes - 0 nays. <br />29. Hear and deliberate on presentation of the Leadership Lamar County Class Project on the <br />Grand Theater Fagade Restoration. <br />Leadership Lamar County Class President Todd Cole gave a presentation on the Grand <br />Theater Fagade Restoration Project. He told City Council that the class had selected the <br />restoration of the Grand Theater fagade as their class project and that they wanted to restore the <br />building back to the 1937 renovated look. He also said that the class had broken the project into <br />two phases, with phase one being the fagade restoration above the canopy and phase two being <br />the ticket booth renovation below the canopy. <br />30. Deliberate and possibly act on RESOLUTION NO. 2010-110: A RESOLUTION OF <br />THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING AND <br />ACCEPTING A PROPOSAL FOR ENVIRONMENTAL ENGINEERING SERVICES <br />FROM TERRACON CONSULTATNTS, INC. FOR THE GRAND THEATRE <br />PROJECT; MAKING OTHER FiNDINGS AND PROVISIONS RELATED TO THE <br />SUBJECT; AND DECLARING AN EFFECTIVE DATE. <br />Council Member Pickle inquired if the estimated costs had increased from $125,000 to <br />$150,000 and City Engineer Shawn Napier answered in the affirmative. <br />A Motion to approve this item was made by Council Member Pickle and seconded by <br />Council Member Rhonda Rogers. Motion carried, 7 ayes - 0 nays. <br />31. Deliberate and possibly act on RESOLUTION NO. 2010-111: A RESOLUTION OF <br />THE CITY COLJNCIL OF THE CITY OF PARIS, TEXAS, AUTHORIZING THE <br />CITY MANAGER TO EXECUTE A SUPPLEMENTAL AGREEMENT WITH THE <br />U.S. GOVERNMENT FOR WATER RIGHTS TO THE PAT MAYSE RESERVOIR; <br />MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; <br />AND PROVIDING AN EFFECTIVE DATE. <br />Finance Directar Gene Anderson explained that in January 1965 the City of Paris entered <br />into a contract with the U.
