Reconvene into open session to possibly deliberate and/or act on those matters discussed <br />in Executive Session. <br />Mayor Biard reconvened City Council into open session at 7:25 p.m. <br />A Motion to direct staff to conduct a public hearing on the use of Civic Center lands by <br />Paris Junior College was made by Mayor Biard and seconded by Council Member Rhonda <br />Rogers. Motion carried, 7 ayes - 0 nays. <br />A Motion to authorize the City Attorney to prepare a Resolution to suspend the City <br />Manager for failure to comply with contractual obligations, deficient performance, and failure to <br />comply with the established policies and procedures was made by Mayor Biard and seconded by <br />Council Member Brown. Motion carried, 4 ayes - 3 nays, with Council Members Joe McCarthy, <br />Jason Rogers and Rhonda Rogers casting the dissenting votes. <br />Consent Agenda <br />Mayor Biard inquired of Council Members if they wished to pull any items from the <br />Consent Agenda for discussion. Council Member Rhonda Rogers asked that Council discuss <br />items 9 and 18, while Council Member Pickle requested a discussion on item 8. <br />A Motion to approve the Consent Agenda was made by Council Member Pickle and <br />seconded by Council Member Rhonda Rogers. The Council voted seven (7) for and none (0) <br />opposed to approve and adopt Consent Agenda Items 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, <br />and 18. <br />5. Deliberate and act on the approval of minutes from the meeting on October 11, 2010. <br />6. Receive and deliberate on reports and/or minutes from the following boards, <br />commissions, and committees: <br />a. Airport Advisory Board minutes (7-15-10; 8-19-10) <br />b. Paris Economic Development Corporation (9-14-10) <br />c. Historic Preservation Commission (9-8-10; 9-27-10; 10-1-10) <br />7. Deliberate on September monthly financial report. <br />8. Deliberate on drainage ditch maintenance report. <br />9. Deliberate and act on appointment of a Council Member representative for I-30 Corridor <br />Transportation issues. <br />It was a consensus of the City Council that Mayor Biard represent the City regarding the <br />I-30 Corridor Transportation issues. <br />I . 4 <br />
