POLICY ISSUE(S): City boards and commissions. BACKGROUND: Pursuant to Local Government Code Section 143.006(b), it is the responsibility of the chief executive of the municipality (City Manager) to appoint members to the Civil Service Commission. Zenetta Fulbright's term expires December 31, 2010, and she does not desire to serve another term. The City Manager is recommending the appointment of Herbert (Herb) Preston to succeed Ms. Fulbright. Duties/Purpose: Adopts rules and investigates matters related to enforcement of Civil Service regulations for firefighters and police officers, and hears appeals from disciplinary actions. Members must have good moral character, resident of the city for more than three years, be over 25 years of age, and not have held any public office within the preceding three years.
