HOUSING AUTHORITY OF THE CITY OF PARIS

BOARD OF COMMISSIONERS MEETING
100 GEORGE WRIGHT HOMES

MINUTES OF October 19, 2010

Present at the Meeting:

Don Shelton - Chairman of the Board of Commissioners
Denny R. Head - Executive Director
Mary Ruth Hughes - Commissioner of the Board of Commissioners Chet
Hilyer - Commissioner of the Board of Commissioners Annette Grant -
Commissioner of the Board of Commissioners Bob Hundley - Chief of
Police

Meeting Called to order at 12:35 pm on Tuesday, October 19, 2010 by Chairman of the
Board of Commissioners, Don Shelton.

Having four Board Members present, a quorum, Mr. Shelton welcomed everyone to the
meeting.

Minutes from the September 21, 2010 Meetings stood as read with no changes.

Open for Public Comments:

Chief of Police - Bob Hundley: Status on the Club on Martin Luther King and Fitzhugh
-known as the Razz Ma Tazz. The Attorney General Office is the one who provides
support on shutting down buildings that are known for being drug houses, allowing
prostitution, illegal gambling, etc. to mitigate the problems. The Paris Police Department
has been aware of this problem for quite some time. Chief Hundley went back for 3 years
and looked at the calls for service. In 2007 had 31 calls, 2008 - 22 calls, 2009 - 47 calls,
which including drug sales, violence, disturbances, etc. Chief Hundley has talked to the
City Attorney to pursue action. Will have to provide tremendous amount of
documentation to the AG's office and are working on that. The problem is that the
number of calls may not meet the criteria of the AG's office. The Paris PD has been
running 9-12 officers short. Some still in training and should be returned to normal count
within next few months. Trying to keep officers at the scene on Friday and Saturday
nights when officers are available. Last call had about a month ago where people were
fighting, pushed an officer down, and since then the officer is looking for other
employment. Mr. Head's main concern is Fair Housing may become involved due to
complaints from tenants and may become another major lawsuit. The Board of
Commissioners and the Chief discussed COPS Grant. Chief Hundley did mention that if
you have working streetlights, the crime rate will go down. The PHA has 2 contractors
looking into more lighting by the "Razz". Chief Hundley agreed with the lighting idea
-he said that would help immensely.

1'6
