TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS <br />HOIVIE CONTRACT # 1001224 <br />EXHIBIT A <br />PERFORMANCE STATEMENT AND BUDGET <br />CITY OF PARI5, <br />A POLITICAL SUBDIVISION OF THE STATE OF TEXAS <br />Administrator shall carry out the following activities identified by this Exhibit A and in its <br />HOME Program Application Number 2009-0094. <br />SECTION I. HOMEBUYER ASSISTANCE PROGRAM <br />Administrator shall implement a Homebuyer Assistance Program- Acquisition Only in <br />accardance with 24 C.F.R. Part 92 and the applicable Texas statutes, and the State HOME <br />Program Rule at 10 Texas Administrative Code Chapter 53 (the "2009 HOME Rules"), adopted <br />November 13, 2008, utilizing THREE HUNDRED THOUSAND AND NO/100 DOLLARS <br />($300,000.00), in project funds and TWELVE THOUSAND AND NO/100 DOLLARS <br />($12,000.00), in administrative funds. <br />SECTION II. PERFORMANCE STATEMENT <br />Funds are awarded to the Administratar under the following terms from the Department: <br />1. Activity Description. Administrator shall use the fimds provided under this contract to <br />provide Homebuyer Assistance to a minimum of FOURTEEN (14) homebuyers. Each <br />homebuyer assisted must meet the definition of a first time homebuyer as defined in 24 CFR <br />Part 92. <br />2. Income Targeting: Households served under this Contract wil( meet the following Income <br />targeting requirements: <br />a. "Income" as used in this subsection shall mean the adjusted Income of an assisted <br />household that is calculated in accordance with 24 CFR Part 92 and 24 CFR Part 5 for the <br />purposes of determining the household's qualification for HOME Program fimds. <br />b. ZERO (0) of the FOURTEEN (14) assisted homebuyers shall have Incomes that are less <br />than or equal to thirty percent (30%) of the AMFI, as defined by HUD. <br />c. In addition to the number of assisted homebuyers that have Incomes less than or equal to <br />30% of the AMFI as required above, ZERO (0) of the FOURTEEN (14) assisted <br />homebuyers shall have Incomes that are less than ar equal to fifty percent (50%) of the <br />AMFI, as defined by HUD. <br />HOME Contract # 100 (224 <br />Page 16 of 2 l <br />
