TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS <br />HOME PROGRAM <br />HOME CONTRACT # 1001224 <br />WITH <br />CITY OF PARIS, <br />A POLITICAL SUBDIVISION OF THE STATE OF TEXAS <br />CFDA 14.239 HOME INVESTMENT PARTNERSHIPS PROGRAM <br />Awarding Federal Agency: U.S. Department of Housing and Urban Development <br />Award Number: M- SG-48-0100 <br />Award Year: 2010 <br />HUD Entity Type: State Recipient <br />This contract and agreement ("ContracY') in connection with a HOME Investment Partnerships <br />Program award is made and entered into by and between the TEXAS DEPARTMENT OF <br />HOUSING AND COMMUNITY AFFAIRS, a public and official agency of the State of Texas, <br />hereinafter referred to as "Department," and the CITY OF PARIS, A Political Subdivision of <br />the State of Texas ("Administrator"), herein collectively referred to as "Parties." For and in <br />consideration of the promises herein made, and the mutual benefits derived and to be derived, the <br />parties hereto agree and by execution hereof are bound to the mutual obligations and to the <br />performance and accomplishment of the tasks which are the substance of this contract. <br />SECTION 1. CONTRACT PERIOD <br />This contract shall be effective and commence on the date the Department's Executive Director <br />executes the contract and shall terminate TWENTY-FOUR (24) months from the effective date, <br />unless otherwise specifically provided herein ("Contract Period"). <br />SECTION 2. ADMINISTRATOR PERFORMANCE <br />Administrator agrees to administer a Homebuyer Assistance award in accordance with the <br />HOME Investment Partnerships Act of 1990, 42 U.S.C. 12721-12839 (the "Act"); applicable <br />Federal and CPD Notices issued by HUD; implementing regulations, 24. C.F.R. Part 92; Tex. <br />Gov't Code Ann. Chapter 2306 (Vernon 2003), the HOME Program Rule, 10 TAC §53 et seq. <br />(the "2009 HOME Rules") adopted November 13, 2008, the HOME Program Manuals ("HOME <br />Manual") and the Application and Application Submission Procedures Manual. Administrator <br />agrees to perform all activities in accordance with the terms of the Performance Statement and <br />Budget attached hereto as Exhibit A; the Applicable Laws and Regulations attached hereto as <br />Exhibit B; the Certifications attached hereto 1s Exhibit C; a11 such Exhibits incorporated herein <br />for all relevant purposes; the assurances, certifications, and all other statements made by <br />Administrator in its application for the project funded under this contract; and with all other <br />terms, provisions, and requirements herein set forth. <br />EXHIBIT L <br />
