APPENDIX B SUBDIVISION REGULATIONS <br />Section VII. General Requirements. <br />F. MINIMUM IMPROVEMENTS <br />The following improvements shall be placed within all new subdivisions by the subdivider and <br />these improvements or guarantee thereof, as set forth herein, shall be a condition precedent to the final <br />approval and acceptance of the subdivision: <br />(1) Standard curb and gutter, except as permitted in area zoned Single-Family Dwelling District No. One <br />(SF-1) and not otherwise required. <br />(2) Street subgrade (with lime stabilization as required). (Ord. No. 85-012, § 1, 4-15-85) <br />(3) Street pavement. (Ord. No. 85-012, § 1, 4-15-85) <br />(4) Valley or dips, where essential for drainage purposes. <br />(5) Street signs. <br />(6) Water service and fire hydrants, where required under this ordinance. <br />(7) Sewer service, where required. <br />(8) Storm sewers and drainage structures, where required. <br />All improvements sha11 be done in accordance with the design standards of this ordinance and [at] the <br />time of submission of the plat. <br />(1) Surveying und Engineering. The subdivider or developer shall furnish all engineering and <br />surveying necessary to prepare the plat, and all engineering necessary to prepare the plans and <br />specifications and supervise the construction thereof of all improvements within the subdivision <br />except where contracts are entered into with utility companies licensed to operate in Paris, Texas, <br />and this said construction is to be done by their own forces. In this event utility companies shall <br />furnish all engineering and inspection necessary for this construction. The City Engineer or his <br />authorized representative shall have the power to inspect any or all improvements being <br />constructed under this ordinance to insure [ensure] the fulfillment of the intent of this ordinance. <br />Section VIII. Design of lmprovements. <br />E. Drainage. Storm sewers, bridges, culverts, inlets, and drainage channels or ditches of a <br />permanent design adequate to carry off such rainfall shall be installed by the subdivider <br />throughout the entire length of the drainage area where the surface drainage traverses the <br />subdivision. The subdivider may construct in lieu of storm sewers suitable drainage channels <br />which shall be of sufficient width, depth and shape to carry off the surface drainage and allow <br />for maintenance operations in keeping such ditches open. All drainage ditches so constructed <br />shall have their sides sloped so as to retard erosions; the flow line of said ditches shall be <br />permanently established by small low flow concrete sections, and the banks of all curves or <br />bends shall be permanently protected to prevent erosion. No open drainage channels shall be <br />constructed within the areas dedicated as public streets and alleys in said subdivision; provided, <br />however, that in cases where utilization of the land of the improved development warrants <br />otherwise, such ditches may be located in the center portion of the street (except at street <br />intersections where culverts or bridges of a permanent design shall be constructed) where a <br />right-of-way not less than eighty (80) feet in width, plus width, for drainage channel, is provided. <br />Computations to determine whether such lots or land will be flooded by rainfall and the <br />size of drainage facilities adequate to prevent flooding shall be based upon the "Rational <br />Method" using the Texas State Highway DepartmenYs Frequency of Rainfall for District 1, and a <br />five-year cycle for residential areas, Class 1& 2, ten-year cycle for apartment areas and mass <br />housing projects, and twenty-five-year cycle for areas of lower zoning classification than <br />residential. <br />No street shall be designed or allowed in any subdivision to carry more surface water <br />than can be carried by the street when the water is running curb deep. <br />All drainage easements over or across adjacent tracts of land that are necessitated by <br />the subdividing of a tract of land shall be secured and furnished to the City by the subdivider. <br />33 <br />
