Those proposed changes included the following: 1) changing the terms <br />limits of Council Members from two consecutive two-year terms to three consecutive two-year terms; 2) allowing <br />the City to go out for bids and enter into a multi-year contract with a certified public accountant for the annual <br />audit instead of having to go out for bids every year; and 3) allowing the City to enter into multi-year franchise <br />agreements with taxi-cab companies. <br />Staff has prepared a Resolution ordering a City-Wide Election for May 14, 2011, to consider amendments for 1) <br />Council Member term limits and 2) allowing for a multi-year contract for the annual audit. In reviewing the taxi- <br />cab franchise issue, it is has been determined that a formal franchise agreement is not required for taxi-cab <br />companies to use the public streets, highways, alleys and thoroughfares. Section 124 of the Paris City Council <br />allows City Council to grant a"Privilege" to the taxi-cab companies to use the City streets, highways, alleys and <br />thoroughfarc;s upon a find of public necessity and a two-thirds (2/3) majority vote of the City Council. <br />Section 149 of the City Charter, requires that the City Council direct the City Clerk the manner, time and place in <br />which to inform the voters of the purpose and effect of the proposed amendments. In conformance with State <br />Law, the City Clerk is going to post a notice of election with the proposed amendments on the City Hall Bulletin <br />Board Annex and in the Paris News.
