CLOTTEY <br />ENGINEERING, INC, <br />Shawn Napier, P.E. <br />City Engineer <br />City of Paris <br />150 SE ls` Street <br />Paris, TX 75460 <br />RE: Modification of Railroad Flat Car to Pedestrian Bridge <br />Dea.r Shawn, <br />February 11, 2011 <br />As you know, the information needed for the design details for the railzoad flat car was not obtainablc at the <br />beginning because Lhe flat car was located out of State. However, in order not to delay the design we used <br />photographs to develop most of the design. During subsequent sites visits after the flat car was shipped ta <br />Paris closer examinations of the structural components were made. It was during these examinations that it <br />was determined that some of the sizes and locations of some of the structural mennbers were not correctly <br />detailed. <br />These variations require that additional structural modifications be made to provide the additional bracing to <br />ensure the flat car will function adequately as a pedestrian bridge. Specifically, more steel stiffeners need to <br />be added to the webs of the support beams and cover plates need to be added to the flanges of the support <br />beam at each end of the bridge. Even though the changes were held to the minimum required they are <br />necessary and labor intensive on the part o f the contractor. <br />tf the bridge had been available for examination prior to beginning the design these stiffeners and cover <br />plates would have been included in ihe initial design and the contractor would have reflected that work in <br />his bid price.
