gatherings. <br />(3) A city sponsored event. <br />(b) The following events are prohibited and shall not be issued a special events permit: <br />(1) Any event which does not serve a public purpose as defined in this article; <br />(2) Any event which poses a threat to the safety of the traveling public; <br />(3) Any event which does not insure that the convenience of abutting property owners and <br />residents is protected, and that adequate access for such persons to their property is <br />assured; or <br />(4) Any event which will create a problem or concern regarding public health or safety, <br />which will likely cause the occurrence of adverse effects on surrounding properties, or <br />which will cause substantial negative impacts to the environment, including landscape <br />features. <br />(c) Special events, for the purpose of this article, sha11 not include any use or activity <br />which is elsewhere classified and regulated in this chapter, which will be a permanent <br />use of the land, or which will involve a permanent fixture or structure. <br />"Sec. 24-64. Consumption and possession of alcoholic beverages at special events. <br />(a) It shall be unlawful for any person to possess or consume alcoholic beverages <br />within any public street, sidewalk, alley, public right-of-way, public park, or public property <br />except as may be permitted in the designated areas included in a special events permit that has <br />been issued by the City of Paris. <br />(b) Alcoholic beverages may be allowed in designated areas of a special event provided <br />the appropriate application and fee has been received, processed and approved by the Special <br />Events Committee in accordance with the guidelines established herein. In addition, the following <br />guidelines and procedures apply to the sale, consumption, and possession of alcoholic beverages in <br />designated areas identified in a special events permit: <br />(1) Alcohol is allowed only during a special event that has been approved by the City <br />of Paris. <br />(2) Applicant must submit a special event permit application at least 60 days prior to <br />the proposed special event that includes the following documentation: <br />a.
