CITY COUNCIL AGENDA ITEM BRIEFING SHEET Submittal Date: Originating Department: Presented By: Agenda Item No.- 04/15/2011 Council Date: Police Chief Hundley 17. 04/25/2011 RECOMMENDED MOTION: Motion to approve a resolution authorizing a grant application to the Automobile Burglary and Theft Prevention Authority for continuation of the Northeast Texas Auto Theft Task Force and authorizing the City Manager to execute all necessary documents. POLICY ISSUE(S): Required by grant application. BACKGROUND: The City of Paris began the Northeast Texas Auto Theft Task Force, with the assistance of ATPA, in September of 1994. Since that time, for 15 consecutive years, the City of Paris has been approved in continuing with the Task Force under this grant. There are two officers assigned to the Task Force paid for by this grant. There is a cash match required for the grant which is taken care of by `in-kind' services. The Task Force assists agencies in Lamar, Red River, Fannin, Delta, Franklin, Hopkins, Titus, Grayson, Hunt, and Bowie counties along with Southeastern Oklahoma. The Task Force covers approximately 8000 square miles with a population of 500,000. The main goal each year is to reduce the auto theft rate and recently added burglary of vehicles in our area and to educate law enforcement personnel and the public in northeast Texas. We accomplish these goals by inspecting salvage yards, automobile dealers, and repair shops to deter commercial theft and by working hand in hand with the Texas Department of Public Safety MVTS and all agencies in our area. The two investigators use 100% of their time to combat auto theft and other related crimes. We work closely with the Tax Assessors in all of these counties to help prevent auto theft by investigating title fraud and performing lost title inspections and investigations. The total of the grant is expected to be $139,522.00 with a cash match of $41,993.00 along with an in-kind match of $2900.
