AUTOMOBILE BURGLARY $ THEFT PREVENTION AUTHORITY <br />PROGRAM NARRATIVE <br />1. Problem Statement and Historical Information (See instructions on page 17) <br />The Northeast Texas Auto Theft Task Force was first funded by the Texas <br />Automobile Burglary Theft Prevention Authority in 1994. The Texas Department <br />of Public Safety Motor Vehicle Theft Service had the only full-time motor <br />vehicle theft investigators in the northeast Texas area. The Texas <br />Department of Public safety had two sergeants assigned to our area at that <br />time. Today they have three. According to the 2010 U.S. Census, the <br />population in our coverage area is approximately 500,000. <br />The Northeast Texas Auto Theft Task Force consists of two officers, a Senior <br />Detective and an Investigator. One hundred percent of the officers' time is <br />used to investigate motor vehicle crimes. In 2009 to 2010 we saw an <br />approximate 12°, increase in motor vehicle theft for our coverage area. The <br />Northeast Texas ATTF works closely with all agencies in the coverage area. <br />We assist all agencies that request our help. This is figure is based on the <br />increase in motor vehicle theft for the 2009 to 2010 reporting period. We <br />have identified several small groups in our area that are committing the <br />BMV's. In January 2011 we arrested a ring of (4) individuals that had <br />committed (12) twelve burglaries of auto in one night. All individuals have <br />been arrested and sentenced to jail time. December and January, 2009-10 <br />were the biggest months for BMV's in Paris. Trailer and tractor theft have <br />become a problem in our coverage area. It is my belief that a large <br />percentage of vehicle thefts and burglary of motor vehicles in our coverage <br />area is connected to our drug users. <br />Coverage area: Bowie, Camp, Delta, Fannin, Franklin, Grayson, Hopkins, Hunt, <br />Lamar, Morris, Red River, and Titus Counties. <br />ABTPA-24 <br />
