<br /> <br /> <br /> <br /> <br /> <br /> <br /> Rationale for Creating a Parks and Recreation Board <br /> For the City of Paris <br /> <br /> <br /> <br /> A Parks and Recreation Board could provide several benefits for Paris which include <br /> <br /> Promoting parks and recreation throughout the community <br /> Creating new ideas and potentially helping implement them in the area of Parks <br /> and Recreation <br /> Providing recommendations to the department regarding policies, procedures, <br /> programs, and services provided by the Parks and Recreation Department. <br /> Acting with city staff in planning events and identifying needs of the department <br /> Functioning as a liaison between city staff and citizens of the community <br /> Researching possible programs as to their desirability or potential usefulness in <br /> Paris <br /> Potentially fundraising to provide equipment, supplies or "extras" desired, but not <br /> provided for in the budget <br /> This Board would be ADVISORY in nature only. It would NOT have policy making <br /> power or the ability to allocate budgeted funds <br /> <br /> • Many cities have very active Parks and Recreation Boards that bring new ideas, <br /> enthusiasm, and renewed energy to the Departments. <br /> <br /> - Paris' Main Street Board has been so successful in assisting the Main Street Manager and <br /> Program that the potential exists for similar success with the Parks and Recreation Dept <br /> so that the entire city could benefit from this board. <br /> <br /> - Beginning ideas for the Parks and Recreation Board to potentially research and determine <br /> the viability and economic feasibility for Paris: <br /> A "bark park" <br /> <br /> A community garden or gardens on excess city property <br /> <br /> Community activities in neighborhood parks <br /> <br /> - Resources available to city staff, council members and the new Parks and Recreation <br /> Board Members include: <br /> <br /> -Parks and Recreation Board By-Laws from several cities with a Parks and Recreation <br /> Board <br /> -National Recreation and Parks Association (NRPA) Advisory Boards Member Resource <br /> Guide <br /> -NRPA Park Advocate Handbook <br /> <br /> <br /> <br /> <br /> 204 <br />
