While the actual political boundaries will be based upon total population, <br /> the viability of the resulting Ward in terms of the ability to elect requires analysis of voting <br /> age population. <br /> With this general overview, the following sections of this Initial Assessment will <br /> evaluate the City of Paris's political boundaries and attempt to determine whether or not the <br /> City Council should undertake reapportionment.
