CITY COUNCIL AGENDA ITEM BRIEFING SHEET <br />Submittal Date: <br />Originating Department: <br />Presented By: <br />A.genda Item No.: <br />06/30/11 <br />Council Date: <br />City Council <br />Gene Anderson <br />10. <br />07/11/11 <br />RECOMMENDED MOTION: <br />Move to appoint to serve as Council Liaison to the Airport Advisory Board, <br />to serve as Council Liaison to the Building & Standards Commission, to <br />serve as Council Liaison to the Historic Preservation Commission, to serve as Council <br />Liaison to the Housing Authority Board of Commissioners, to serve as Council Liaison <br />to the Main Street Advisory Board, to serve as Council Liaison to the Municipal Band <br />Commission, to serve as Council Liaison to the Planning & Zoning Commission, <br />to serve as Council Liaison to the Public Library Advisory Board, to <br />serve as Council Liaison to the Traffic Commission, and to serve as Council Liaison to <br />the Zoning Board of Adjustment. <br />POLICY ISSUE(S): <br />City boards and commissions <br />BACKGROUND: <br />The City's standing boards, commissions, and committees provide valuable input into city issues and <br />also act as an incubator of ideas. Each committee has a Council Member to act as a liaison between the <br />committee and the City Council. The role of the Council Liaison is to be an observer at the committee <br />meeting and provide background information to the City Council when a committee issue comes before <br />the City Council. So as not to have a chilling effect on committee discussions, limit the number of <br />ideas, or to have an unfair advantage over other Council Members, Council Liaisons are not suppose to <br />take active roles in their committees or otherwise directly ar indirectly influence committee discussions. <br />Additionally, Council Members should rotate to a different committee each year to increase their <br />knowledge and eliminate the potential perception that a Council Member has undue influence over a <br />committee. <br />City Staff did not include in the above recommended motion a Council Liaison for the Paris Economic <br />Development Corporation, because under PEDC's Bylaws the Ex-Officio Members include the City <br />Manager and the Mayor. <br />BOARD/COMMISSION RECOMMENDATION: <br />EXHIBITS: <br />ACTION: <br />BUDGET INFO: <br />❑ Financial Report Z Minute Order <br />Expense <br />❑ Department Report ❑ Resolution <br />Budgeted Amt. <br />❑ Presentation ❑ Ordinance <br />y'I'D Actual <br />~ Public Hearing ❑ Other <br />Acct.
