Cost Comparison (Best Value) <br />lssue: We should spend monev with local companies. <br />1. Generally we contract with and purchase from loca] companies for goods and services. <br />2. Sometimes we must hire outside companies who have unique knowledge, experience and expertise. <br />3. It is healthy to seek opinions and perspectives from knowledgeable experts fram outside of Paris. <br />4. A cost difference of $30,000 is significant. <br />5. Te RFP says price is a key component of the evaluation criteria, and addresses best value. <br />6. We cannot justify the cost difference to contract with the local company. <br />7. To argue for spending an additional $30,000 for the local services is not defensible or fiscally <br />responsible. <br />Issue: Five white men made this decision. <br />Review Committee (4) <br />• 25% Female <br />• 50% African American <br />Bidder Presentation Participants (27) <br />• 26% Female <br />• 19% African American <br />PEDC supports the City Council to appoint women and minorities to City Boards and Commissions, <br />including PEDC. <br />Outcome and Next Steps <br />1. All three bidders are experienced and qualified to deliver requested services. <br />2. All three are minority owned businesses. <br />3. With City Council's support, PEDC will seek support of Judge Superville and the County Board of <br />Commissioners. <br />4. Negotiate and execute the final contract with Executive Diversity Services. <br />5. Form a project leadership/advisory team including key stakeholders, groups and individuals who are <br />interested and willing to volunteer their time, talent and resources. <br />6.
