I'aris, Texas Diversity Initiative Update
June 2011
3. Public Bidder Presentations to PEDC, City Council, Diversity TaskForce, NAACP
4. Cost Comparison (Best Value)
lssue: We should spend monev with local companies.
1. Generally we contract with and purchase from loca] companies for goods and services.
2. Sometimes we must hire outside companies who have unique knowledge, experience and expertise.
3. It is healthy to seek opinions and perspectives from knowledgeable experts fram outside of Paris.
4. A cost difference of $30,000 is significant.
5. Te RFP says price is a key component of the evaluation criteria, and addresses best value.
6. We cannot justify the cost difference to contract with the local company.
7. To argue for spending an additional $30,000 for the local services is not defensible or fiscally
responsible.
Issue: Five white men made this decision.
Review Committee (4)
• 25% Female
• 50% African American
Bidder Presentation Participants (27)
• 26% Female
• 19% African American
PEDC supports the City Council to appoint women and minorities to City Boards and Commissions,
including PEDC.
Outcome and Next Steps
1. All three bidders are experienced and qualified to deliver requested services.
2. All three are minority owned businesses.
3. With City Council's support, PEDC will seek support of Judge Superville and the County Board of
Commissioners.
4. Negotiate and execute the final contract with Executive Diversity Services.
5. Form a project leadership/advisory team including key stakeholders, groups and individuals who are
interested and willing to volunteer their time, talent and resources.
6. Complete project timeline and launch project.
Respectfully Submitted,
/Steve Gilbert
50
2
