ORDINANCE NO. 2011-024 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING CHAPTER 13, FLOOD DAMAGE PREVENTION AND CONTROL <br />OF THE CODE OF ORDINANCES OF THE CITY OF PARIS, TEXAS TO ADOPT <br />A REVISED FLOOD DAMAGE PREVENTION ORDINANCE BASED ON THE <br />FEDERAL EMERGENCY MANAGEMENT AGENCY'S (FEMA) MODEL <br />FLOODPLAIN MANAGEMENT ORDINANCE; DESIGNATING A FLOODPLAIN <br />ADMINISTRATOR; PROVIDING A REPEALER CLAUSE, A SEVERABILITY <br />CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN <br />EFFECTIVE DATE. <br />WHEREAS, the Legislature of the State of Texas has in the Flood Control Insurance <br />Act, Texas Water Code, Section 16.315, delegated the responsibility of local governmental <br />units to adopt regulations designed to minimize flood losses. Therefore, the City of Paris, <br />Texas does ordain as follows: <br />NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY <br />OF PARIS, TEXAS: <br />Section 1. That the findings set out in the preamble to this ordinance are <br />hereby in all things approved. <br />Section 2. That Chapter 13 of the Code of Ordinances of the City of Paris, <br />Texas, entitled "Flood Damage Prevention and Control," be, and is hereby, repealed <br />and declared null and void and of no further effect. <br />Section 3. That a new Chapter 13 of the Code of Ordinances of the City of <br />Paris, Texas, be, and is hereby, adopted so that such shall read as follows: <br />FLOOD DAMAGE PREVENTION ORDINANCE <br />ARTICLE I. IN GENERAL <br />Sec. 13-1 Statutory Authorization <br />The Legislature of the State of Texas has in the Flood Control Insurance Act, Texas Water <br />Code, Section 16.315, delegated the responsibility of local governmental units to adopt <br />regulations designed to minimize flood losses. Therefore, the City of Paris, Texas does <br />ordain as follows: <br />
