Regular Council Meeting <br />August 8, 2011 <br />Page 3 <br />Regular Aaenda <br />11. Public hearing on the proposed budget for fiscal year 2011-2012 for the Gity of Paris. <br />Mayor Hashmi opened the public hearing and asked for anyone wishing to speak about <br />this item, to please come forward. Ken Kohls, 3935 Brandyn Place, proposed that the City <br />Council decrease the tax rate by $.Ol and he also proposed a higher percentage cost of living <br />raise for lower salaried employees. With no one else speaking, Mayor Hashmi closed the public <br />hearing. <br />12. Deliberate and act on RESOLUTION NO. 2011-064: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, SETTING A PUBLIC HEARING ON <br />PROPOSED AMENDMENTS TO THE CITY MANAGER'S PROPOSED BUDGET <br />FOR FISCAL YEAR 2011-2012; MAKING OTHER FINDINGS AND PROVISIONS <br />RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. <br />Gene Anderson explained that a public hearing was necessary only if there were going to <br />be any increases in any of the budgeted line items. He recommended setting the public hearing <br />for August 22"d at 5:30 p.m. <br />A Motion to approve this item was made by Council Member Wright and seconded by <br />Council Member Grossnickle. Motion carried, 6 ayes - 0 nays. <br />13. Public hearing, first reading, deliberate and possibly act on ORDINANCE NO. 2011-026: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS <br />AUTHORIZING THE CITY OF PARIS TO PARTICIPATE IN THE TEXAS <br />ENTERPRISE ZONE PROGRAM UNDER THE TEXAS ENTERPRISE ZONE ACT, <br />CHAPTER 2303, TEXAS GOVERNMENT CODE; PROVIDING TAX INCENTIVES; <br />NOMINATING KIMBERLY-CLARK CORPORATION TO THE OFFICE OF THE <br />GOVERNOR ECONOMIC DEVELOPMENT AND TOURISM THROUGH THE <br />ECONOMIC DEVELOPMENT BANK FOR DESIGNATION AS A QUALIFIED <br />BUSINESS AND DOUBLE JUMBO ENTERPRISE PROJECT UNDER THE ACT; <br />DESIGNATING A LIAISON FOR OVERSEEING ENTERPRISE PROJECTS AND <br />COMMUNICATING WITH INTERESTED PARTIES; MAKING OTHER FINDINGS <br />AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN <br />EFFECTIVE DATE. <br />Mayor Hashmi opened the public hearing and asked for anyone wishing to speak about <br />this item, to please come forward. Ernst & Young representative Stacy Wages spoke in support <br />of this item citing that it was revenue neutral. Kimberly-Clark Plant Manager Philip Senn also <br />spoke in support of this item. Mr. Senn said that Kimberly-Clark planned to invest 150 to 200 <br />million dollars within the next five years at the Paris plant. With no one else speaking, Mayor <br />Hashmi closed the public hearing. <br />15 <br />
