Kent McIlyar 14. 08/22/2011 RECOMMENDED MOTION: Public hearing, deliberate and possibly act on a Resolution adopting Findings of Fact and an Order calling for the Redistricting of Political Boundaries and City Council Districts within the City of Paris in accordance with the 2010 Census Data. POLICY ISSUE(S): Legal. BACKGROUND: City Council engaged the services of Allison, Bass & Associates to perform an initial assessment of the City's existing political boundaries based upon population data from the 2010 Census. At the City Council meeting of June 9, 2011, Mr. Bass presented statistics to the City Council informing them that based on 2010 Census data and existing Council District lines, the City of Paris had a total maximum deviation of 34.37%. Any total maximum deviation in excess of 10% is presumptively unconstitutional under Federal Law. Based upon the findings, Mr. Bass said that redistricting would be required for the City of Paris. At the City Council meeting of June 9, 2011, City Council gave direction to Mr. Bass to develop the redistricting documents, a plan, and a map. Adopting Findings of Fact and an Order calling for the Redistricting of Political Boundaries is required for the redistricting process and submission to the Department of Justice.
