To: Paris City Council <br />From: Donald, Michael, Randall, and Derek Lewis <br />Date: 1.24.06 <br />Re: Application for Disannexation <br />To the Council: <br />Prior to the City's annexation of properties in the ETJ, we <br />were approached by a developer wanting to purchase some of our <br />property to extend development of Pine Valley. One of the <br />conditions of the sale was the property must be in Reno for water <br />and sewage services. We petitioned the City of Paris to allow us to <br />annex a portion of our property to Reno to accommodate this offer. <br />We were told this would be no problem if we could provide the <br />City with a deed and a development plan. We complied with the <br />request. <br />At this time, the City informed us of anticipated disputes over <br />land they were in the process of annexing from the ETJ. We were <br />asked to put our annexation request on hold until all litigation was <br />final at which time our request would be granted. We agreed in <br />good faith to cooperate with the City on this matter. After all <br />litigation was settled, we petitioned Reno for annexation which <br />was granted; however, the City Manager and City Attorney of that <br />time blocked the release of our land to Reno reneging on the City's <br />agreement with us. <br />Since the City has no plan to provide the necessary water and <br />sewage services to this property, we respectfully request that you <br />honor the original com.mitment to us by releasing the annexation of <br />this properiy. We thank you for your service to this community and <br />for your consideration. <br />
