CITY COUNCIL AGENDA ITEM BRIEFING SHEET <br />Submittal Date: <br />Originating Department: <br />Presented By: <br />A.genda Item No.: <br />9/14/11 <br />Council Date: <br />City Manager <br />Gene Anderson <br />14. <br />9/26/ 11 <br />RECOMMENDED MOTION: <br />Move to approve a resolution casting all 730 City of Paris votes for (name) to serve <br />on the 2012/2013 Lamar County Appraisal District Board of Directors. <br />POLICY ISSUE(S): <br />Election <br />BACKGROUND: <br />The Lamar County Appraisal District (LCAD) is governed by a five member Board of Directors whose <br />terms expire at the end of 2011. The following people are currently serving on the board. <br />Terry Christian, David Dunman, Bill Harris, Jim Noble, and Kim Smallwood. <br />Qualifications - Must be a resident of the district; must have resided in the district for at least two years; <br />should not have any delinquent taxes. An employee of a taxing unit that participates in the district is not <br />eligible to serve UNLESS the individual is a member of the governing body of that taxing unit or an elected <br />official of the taxing unit. <br />Board Duties - Appoints the Chief Appraiser; appoints Appraisal Review Board members; approves the <br />district budget; and adopts general policies. <br />Term - Board Members serve two-year terms beginning on January 1 of even numbered years, and there is <br />no limit to the number of terms an individual may serve. <br />Meetings - The Board must meet at least quarterly, but occasionally has more frequent meetings but no <br />more than one per month. The meetings normally begin at 4:00 p.m. and seldom last more than one hour <br />The number of votes each taxing entity is allocated is based on the entity's pro rata share of the taxable <br />value within its area. Paris has 730 votes and can cast all votes for a single candidate or divide them any way <br />it wishes.
