DRAFT <br />F:ALICE\RFSWORK\CURRENT\HAZMAT Team Training Funds Res <br />July 6, 2004 <br />RESOLUTION NO. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, <br />PARIS, TEXAS, REPEALING PRIOR RESOLUTION NO. 2004-090, <br />WHICH APPROVED AND AUTHORIZED THE EXPENDITLTRE OF FLTNDS <br />FOR FISCAL YEAR 2003-2004 TO PAY THE COST OF TRAIIVING AND <br />EQUIPPING A FIRE DEPARTMENT HAZ-MAT MITIGATION TEAM; <br />APPROVING AND AUTHORIZING A NEW PLAN FOR THE <br />EXPENDITLTRE OF FLTNDS FOR FISCAL YEAR 2003-2004 TO PAY THE <br />COST OF TRAIIVING AND EQUIPPING A FIRE DEPARTMENT HAZ- <br />MAT MITIGATION TEAM ; MAKING OTHER FINDINGS AND <br />PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN <br />EFFECTIVE DATE. <br />WHEREAS, regulations adopted by the Occupational Safety and Health Administration, <br />as applied by the United States Environmental Protection Agency to episodes involving spills and <br />releases of hazardous material, now require advanced training and equipage for those emergency <br />services personnel involved in such episodes; and, <br />WHEREAS, in order to properly service the industries of the City of Paris as well as the <br />City's own water treatment facility, wherein certain listed hazardous material could potentially be <br />spilled or released, additional firefighter training and equipment is required; and, <br />WHEREAS, the major industries of the City of Paris, in conjunction with the City Fire <br />Department and the Fire Chief have identified the necessary training and equipment which would <br />satisfy regulatory requirements and qualify designated members of the City's Fire Department to <br />mitigate such hazardous material (HAZ-MAT) episodes; and, <br />WHEREAS, the City Fire Department by and through the Fire Chief, has prepared <br />alternate proposed budgets to finance the cost of such training and equipment, with a total <br />anticipated budgetary impact of $128,230.00 for Budgetary Option A and $65,670.00 for <br />Budgetary Option B, which such funds are not currently budgeted for expenditure in the City Fire <br />Department budget; and, <br />WHEREAS, in order to acquire the necessary training and obtain the necessary equipment <br />in this fiscal year, the City Council must authorize the City Fire Chief to make such expenditures <br />in anticipation of designating such funds for use by formal amendment of the budget for fiscal <br />year 2003-2004; NOW, THEREFORE, <br />
