Regular Meeting City Council <br />June 14, 2004 <br />Page 11 <br />Mayor Fendley called for discussion and consideration of direction to City staff <br />regarding this water and sewer rate study which requested a 5% in water and <br />wastewater rates above the $0.05/cu.ft. increase in wastewater rates. He <br />explained that this study was required by the contract which was renewed in <br />October or November, the cost of which was shared 50150 between the City <br />and Campbell's Soup. <br />Councilman Guest indicated that the Council had been dodging this issue for <br />four (4) years and this wasn't even recommended for capital projects but just <br />to get the system up to the needed reserve level. After discussion, Councilman <br />Guest made a motion to accept and implement the recommendations of the <br />study. Councilman Wilson seconded the motion. City Attorney Schenk said <br />they would bring the ordinance to the Council at the July Sth meeting. Mr. <br />Anderson said the rate increase usually begins the next billing cycle after the <br />Council meeting. On a vote, the motion carried 4 ayes, 3 nays, Councilwoman <br />Fisher and Councilmen Bell and Poston voting no. <br />FRANCHISE ORDINANCE NO. <br />(assigned upon passage) <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, <br />PARIS, TEXAS, PROVIDING THAT ORDINANCE NO. 2001-033, WHICH <br />GRANTED A FRANCHISE FOR ELECTRIC SERVICE TO TEXAS <br />UTILITIES ELECTRIC COMPANY, NOW KNOWN AS ONCOR ELECTRIC <br />DELIVERY COMPANY, BE EXTENDED FOR A PERIOD OF TWELVE (12) <br />MONTHS; PROVIDING FOR CONTINUED COMPENSATION; <br />PROVIDING FOR SEVERABILITY; PROVIDING FOR CONFLICTS WITH <br />OTHER ORDINANCES; MAKING OTHER FINDINGS AND PROVISIONS <br />RELATED TO THE SUBJECT; AND PROVIDING FOR AN EFFECTIVE <br />DATE, was presented on first reading by Interim City Manager Townsend. City <br />Attorney Schenk said that he had be in contact with Charles Hill of Oncor and <br />that Mr. Hill is satisfied that this contract be extended for a period of one (1) <br />year while the City enters into negotiations about what Oncor or the City feels <br />
