D. Third reading of an ordinance granting to Steve Rainey, dba Yellow Cab Company, a franchise to use the public streets, alleys, and highways of the City of Paris for the purpose of transporting passengers for hire in motor vehicles for a period of three (3) years. 5. Consideration of and action on the following resolutions: A. Acknowledging formal receipt of the 2004-2005 Certified Appraisal Roll for tax appraisal purposes. B. Approving the Assignment of a taxicab franchise from Dennis Nelms, d/b/a City Cab Company to Robert Edwards and Boyd Harmening d/b/a Paris Transport, L.L.C. C. Approving and authorizing an Intergovernmental Agreement for Consulting Services with Paris Independent School District for the presentation of the Drug Abuse Resistance Education (D.A.R.E.) Program for the 2004-2005 school year. D. Authorizing acceptance of a grant from the Martha, David, and Bagby Lennox Foundation in support of the City's grant application to the Texas Historical Commission forfunds to partially fund the completion of an updated historic resource survey of the City of Paris and authorizing a grant agreement incident to the receipt of said funds. E. Approving and authorizing the execution of Change Order No. 2 (Attachment No. 2) and Change Order No. 3(Attachment No. 3) to Contract for Public Health Services, TDH Document No. 7560022067- 2005. F. Granting a petition for annexation of certain territory consisting of 11.635 acres, more or less. G. Approving and accepting the procurement of a temporary access easement for ingress and egress from 25t" Street S.E. to LamarAvenue across property belonging to William C. Cupit in connection wtih the Lamar Avenue Utility Relocation Project.
