CONCLUSION <br />Redistricting should be viewed as an opportunity for streamlining City <br />organization, and a chance to address as many issues as possible to achieve greater <br />participation and involvement in City government. This is the time to plan for future <br />growth, anticipate costs of government operations, and to involve the public in the process <br />of City government.
