DRAFT <br />F:ALICE\ORDWORK\CURRENT\Sec 20-4 Library Fee Ord <br />September 9, 2004 <br />ORDINANCE NO. <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, <br />PARIS, TEXAS, ADOPTING A NEW SECTION 20-4 TO CHAPTER 20, <br />LIBRARY, OF THE CODE OF ORDINANCES OF THE CITY OF PARIS <br />TO ASSESS A FORTY DOLLAR ($40.00) ANNLJAL FEE PER FAMILY <br />FOR THOSE LIBRARY PATRONS RESIDING OUTSIDE THE <br />CORPORATE LIMITS OF THE CITY OF PARIS; MAKING OTHER <br />FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND <br />PROVIDING AN EFFECTIVE DATE. <br />WHEREAS, the City Council of the City of Paris, Paris, Texas finds and determines that <br />the costs of operation of the City public library have continued to escalate coincidental with the <br />increased use of such facilities by individuals who reside both inside and outside the corporate <br />limits of the City of Paris; and, <br />WHEREAS, the City Council deems it appropriate that patrons of the library who reside <br />outside the city limits and therefore do not pay any municipal taxes in support of the City's library <br />should be assessed a reasonable fee to defray in part the cost of the operation of said library, <br />which is now supported primarily by the taxes of the residents of the City of Paris; NOW, <br />THEREFORE, <br />BE IT RESOLVED BY THE CITY COLTNCIL OF THE CITY OF PARIS, PARIS, <br />TEXAS: <br />Section 1. That the findings set out in the preamble to this ordinance are hereby in all <br />things approved. <br />Section 2. That there is hereby created a new Section 20-4 to Chapter 20, Library, of the <br />Code of Ordinances of the City of Paris, Texas to assess an annual fee for use of the library by <br />patrons who reside outside the corporate city limits of the City of Paris, said Section 20-4 to read <br />as follows: <br />"Sec. 20-4. Annual fee for library patrons whose primary residence is located <br />outside of the corporate city limits of the City of Paris. <br />In order to use the City public library, patrons whose primary residence is <br />located outside the corporate city limits of the City of Paris will be required to <br />obtain a family library card. In addition to other information as may be required <br />by the library director incident to the issuance of said card, each family obtaining <br />said card whose primary residence is located outside the corporate city limits of the <br />
