MINUTES OF THE SPECIAL CITY COUNCIL MEETING <br />August 10, 2004 <br />The City Council of the City of Paris met in Special Session at 9:00 a.m., <br />Tuesday, August 10, 2004, at the Love Civic Center, North Hall, 2025 S. <br />Collegiate Drive, Paris, Texas. Mayor Fendley called the meeting to order with <br />the following Council members present: Jim Bell, Jay Guest, Mary Ann Fisher, <br />Don Wilson, and Karen Wilkerson. Also present were Interim City Manager <br />Terry Townsend, City Attorney Larry Schenk and Asst. City Clerk Sherian <br />Dixon. <br />Mayor Fendley called for consideration, discussion and possible action on the <br />proposed 2004-2005 City Budget. <br />Fire Chief Ronnie Grooms came forward and gave the Council a handout of the <br />summary of the Fire Department Budget, which gave explanations for the line <br />items on his budget changes. <br />Chief Grooms said that the proposed reduction of three firefighters would cut <br />services, as well as the quality of those services provided. He suggested that <br />cuts could be found in other areas in order to keep personnel, if possible. <br />Councilman Bell mentioned he was concerned about the loss of control in the <br />overtime budget. He related that other department heads have said they would <br />find cuts in the budget to keep personnel and he would like to see the Fire <br />Chief <br />do that. <br />Councilwoman Fisher said in the budget, that the department was using a lot <br />of overtime already and figured that there would be even more overtime used <br />if these personnel were cut. <br />Chief Grooms said there were some things in the budget that were not in his <br />control but because of the need to keep minimum staffing, they would have to <br />use overtime to do that. He explained that there is no law for minimum <br />
