INSTRUCTIONS TO PROPOSERS <br />POLICE AND COURTS BUILDING <br />PARIS, TEXAS <br />GENERAL REQUIREMENTS <br />1.1RELATED DOCUMENTS <br />A.Drawings and general provisions of the contract, including General and Supplemental Conditions <br />and other specification sections, are applicable documents. <br />1.2DEFINITIONS <br />A.All definitions set forth in the General and Supplemental Conditions of the Construction Agreement <br />or in other contract documents are applicable to these proposal documents. <br />B.Proposal documents include the Request for Competitive Sealed Proposals for Construction Services, <br />Instructions to Proposers, Proposal Form, sample bond and contract forms and the proposed contract <br />documents including any addenda issued prior to receipt of proposals. <br />C.Addenda are written or graphic instruments issued prior to the opening of the proposals which <br />modify or interpret the proposal documents (including drawings and specifications) by additions, <br />deletions, clarifications or corrections. Addenda become part of the contract documents when the <br />Construction Agreement is executed. <br />D.The City of Paris may be referred to in the proposal documents as Owner. <br />E.A proposal is a complete and properly signed proposal to do the work for the sums stipulated therein, <br />submitted in accordance with the proposal documents. <br />F.The base contract sum is the sum stated in the proposal for which the Proposer offers to perform the <br />work described in the proposal documents as the base, to which work may be added or from which <br />work may be deleted for sums stated in alternate proposals, if alternate proposals are required. <br />G.An alternate proposal (or alternate) is an amount stated in the proposal to be added to or deducted <br />from the amount of the base contract sum and the corresponding change in the work, as described <br />in the proposal documents or in the proposed contract documents. <br />H.A unit price is an amount stated in the proposal as a price per unit of measurement for materials or <br />service as described in the proposal documents or in the proposed contract documents. <br />I.A Proposer is a person or entity who submits a proposal. <br />J.A subcontractor is a person or entity who submits a proposal to a Proposer for materials or labor for <br />a portion of the work. <br />K.Contractor is the person or entity which has been determined to provide the best value for Owner <br />based on Owner's Selection Criteria and its ranking evaluation, and to which Owner awards the <br />contract. <br />L.Contract refers to the Construction Agreement. <br />-8- <br /> <br />
