City Council Meeting <br /> September 13, 2004 <br /> <br />Page 4 <br /> 5. Roy Gwinn - 1460 Co. Rd. 32240 - asked Council to put the funding <br />for Woodall field in the Parks and Recreation budget, indicated that if funding <br />went down, they would have to charge $40.00 per child instead of $25.00. <br /> 6. Police Chief Karl Louis - said Woodall Field was a clean place for <br />kids to be and encouraged more funding. <br /> 7. Randy Rome of Sumner-asked Council to reconsider charging a <br />fee for the Library for children out in the County. <br /> 8.Greg Smith -Pecan Place- asked for the Council’s help with <br />Woodall Field. <br /> 9. James Bryan 2555 E. Cherry - stated City needs to offer as much <br />services as it can to attract factories. <br />No one else appeared to speak and Mayor Pro Tem Guest closed the Public <br />Hearing. <br />On a question from the Council, Finance Director Anderson said the Council <br />is allowed to move money from one department to another during the last three <br />months of the Fiscal Year. He said the City Manager can move money from one <br />line item to another within a department at his discretion. He said the Council <br />could make an amendment to budget, but couldn’t formally act on it until the <br />last three months of the Fiscal Year. <br />Council discussed putting the non-profits in the department they are <br />benefitting. <br />Finance Director Anderson said it would take an amendment to the budget to <br />move them to the other departments tonight. He suggested leaving them as is <br />and, later on, toward the end of the year, study the issue and move the money <br />as decided. It was decided to go ahead and fund the non-profits with the <br />allocated money and discuss more funding at a future date. <br /> <br />
