Motion carried 7-0. <br />6. <br />Public hearing receive citizen comments regarding designating a historic <br />overlay district on parts of S. Church Street, S. Main Street, and 1st Street <br />S.W. and the adoption of the Rehabilitation Standards of the U. S. Secretary <br />of Interior, as follows: starting at the intersection of W. Sherman Street and <br />1st Street S.W., thence south along 1st Street S.W. to Hearne Street, thence <br />east along Hearne Street to S. Church Street, thence north along S. Church <br />Street to Kaufman Street, with the following additions and exclusions: <br />The following lots are west of 1st Street S.W. and shall be included in the <br />area: City Block 137, Lots 6, 6A, 7, 8, 9, 10, 11, and 12; City Block 149, Lots 6, <br />7, 8, 9, 10,10A, 11, and 12; and City Block 156, Lots 7, 8, 9, 10, 11, 12, and 13. <br />The following lots are east of S. Church Street and shall be included in the <br />area: City Block 181, Lots 1, 2, 3, 5, 6, and 9; City Block 140, Lots 1, 2, 3, 4A, <br />4B, 5, 7, 8, 9, 10, 11, 12, 13, 14, and 15; and, City Block 159, Lots 1, 2, 3, 4, 7, <br />8, 9, 10, 11, 12, 15, 15B, 16, 17, and 18A. <br />The following lots are north of Hearn Street and shall be excluded from the <br />area: City Block 157, Lots 17, 18, 19, 20, and 21; and City Block 158-A, Lot 3 <br />(to be known as the South Church, South Main, and 1st Street S.W. Historic <br />District [a.k.a. Church Street Historic District]). <br />Chairman Starrett declared the public hearing open and asked everyone who <br />wished to speak to sign in at the back of the room. <br />Bobby Stillwell spoke in opposition of the designation, stating that what the <br />Commission wanted to do amounted to Hilterism and Communism. <br />Wynona Carlton spoke in opposition of the designation, stating it would <br />cause property values to increase. <br />James Watson spoke in opposition of the designation. <br />Rosemary Carlson spoke in opposition of the designation. <br />Ann Atnip spoke in opposition of the designation. <br />Linda Ridder, Paris Living, spoke in favor of the designation. <br /> <br />
