Motion carried 6-0. 5. Discussion of and possible action on directions to ArchiTexas on Design Chairman Starrett advised the Guidelines for the Downtown Historic District. Commission that ArchiTexas said they would be at the regular November meeting with design guidelines 95% completed. He stated he felt the Commission should have a workshop to go through the guidelines line by line. The Commission agreed to have a meeting on Saturday, November 6 at 10:00 a.m. in the City Hall Annex. 6. Discussion of and possible action on establishing an application fee for The Commission members agreed that they Certificates of Appropriateness. did not feel the City should impose a fee at this time. Mrs. Wilson stated she would prefer that the City increase revenue by enforcing the violations and increasing fine collections rather than penalizing those who are trying to follow the law. Motion that no fee for COAs be implemented at this time was made by Brian Wear, seconded by Jerry Raper. Motion carried 6-0. The Commission asked that the City Council be made aware of the reasons why they do not recommend a fee. 7. The HPO advised Receipt of report from the Historic Preservation Officer. that she did not have a report at this time. The Commission requested that Mr. O’Brien be required to replace the plate glass window, and Ms. Wright stated she would contact him. She said that Mr. O’Brien has been cooperative with regard to cleaning up the station, so she hoped he would continue to do that and voluntarily replace the window. Chairman Starrett asked that the HPO create an action point list to present to the Commission monthly that will show when a question came up at a meeting or when a question came to the HPO and what action was taken with regard to the question and when. He stated this will help the Commission stay aware of where projects stand in the event someone asks them. 8. There were none. Request items from Board for future agendas. 9.The meeting adjourned at 4:30 p.m.
