A local disaster declaration is required to <br />obtain state and federal disaster recovery assistance. See Annex <br />U, Legal, for further information on disaster declarations and <br />procedures for invoking emergency powers. <br /> <br />c. <br /> <br />Authority for Evacuations. State law does not authorize the Governor or <br />local officials to issue mandatory evacuation orders.
