<br />II. <br /> <br />PURPOSE <br /> <br />This Basic Plan outlines our approach to emergency operations. It provides general guidance <br />for emergency management activities and an overview of our methods of mitigation, <br />preparedness, response, and recovery. The plan describes our emergency response <br />organization and assigns responsibilities for various emergency tasks. This plan is intended to <br />provide a framework for more specific functional annexes that describe in more detail who does <br />what, when, and how. This plan applies to all local officials, departments, and agencies. . The <br />primary audience for the document includes our chief elected official and other elected officials, <br />the emergency management staff, department and agency heads and their senior staff <br />members, leaders of local volunteer organizations that support emergency operations, and <br />others who may participate in our mitigation, preparedness, response, and recovery efforts. <br /> <br />III. <br /> <br />EXPLANATION OF TERMS <br /> <br />A. Disaster District. Disaster Districts are regional state emergency management <br />organizations mandated by the Executive Order--'0f the Governor relating to <br />Emergency Management WHO'S boundaries parallel those of Highway Patrol <br />Districts and Sub-Districts of the Texas Department of Public Safety. <br /> <br />2. Disaster District Committee. The DDC consists of a Chairperson (the local <br />Highway Patrol captain or command lieutenant) and representatives of the state <br />agencies and volunteer groups represented on the State Emergency <br />Management Council with resources in the district.
