Special Meeting of the City <br />Council <br /> November 18, 2004 <br /> Page 2 <br />Councilman Guest made a motion to accept the provisions and employment of <br />Tony Williams as City Manager of the City of Paris. The motion was seconded <br />by Councilman Poston and carried 6 ayes, 0 nays. Mayor Fendley welcomed <br />Mr. Williams and said he would officially become City Manager December 1, <br />2004. <br />Mayor Fendley called for consideration and discussion of, possible action on <br />or providing direction to staff regarding the new Personnel Policy. He reminded <br />Council they had already received a copy of the new Personnel Policy and a <br />summary of the changes. <br />Councilman Wilson called Council’s attention to a statement concerning the <br />City sharing in the cost of retiree health insurance. He said he thought that for <br />anyone who was hired after October 1, 2004, the City would not pay a part of <br />their insurance premium. He said there should be a distinction in the policy <br />between existing employees and new hires, with those persons being hired after <br />October 1, 2004 having to pay for their own insurance when they retired. He <br />said the part about sharing in the retirees’ insurance cost would only apply to <br />existing employees, not new hires. <br />On the section on Workers’ Compensation, Councilman Wilson wanted to <br />clarify what could be used to supplement. Finance Director Anderson said they <br />can supplement with any of their leave with the exception of Sick Leave. <br />On another question from Councilman Wilson, Mr. Anderson explained that, <br />now, Workers Comp will pay a percentage of the individual’s salary. He said, <br />formerly, they could opt to use their sick leave to supplement that up to 100% <br />their current salary. He indicated the new policy would not allow them to use <br />their sick leave to do that. <br />On injury leave, Mr. Anderson said there is a five day injury leave for non-Civil <br />Service employees. There was a discussion among Council about removing the <br />injury leave entirely because that would not encourage people to return to work <br /> <br />
