City Attorney Schenk <br />said he could say improvements to the property that would require a certificate <br />of appropriateness. Councilman Bell suggested adding to the roof, foundation, <br />outer walls and fences. <br />In answer to the question if other taxing entities could adopt a similar policy, <br />City Attorney Schenk said Paris Junior College and the County could adopt a <br />similar policy, but the school districts would have to go to their state <br />organizations. He said they could make changes in the dollar amounts, things <br />which qualify and the time length.
