Low impact development with ability to largely <br />preserve the trees and habitat. <br /> <br />2. Connects FM 1499 with Caviness Road with a <br />winding, scenic lake shore road. <br /> <br />3. Fewer lots means a faster absorption rate in the <br />Paris housing market and less impact on other <br />subdivisions than would a ten year or twenty year <br />build-out. <br /> <br />4. If aerobic systems were permitted, the sewer <br />system development costs are significantly lower <br />than other options. <br /> <br />5. If county road sections in lieu of concrete <br />pavement are permitted, the paving development <br />costs are significantly lower than with other options. <br /> <br />6. There would be a significant increase in the tax <br />base by some $44.9 million and tax revenues to all <br />entities would climb by as much as $1.2 million. <br /> <br />7. Sales tax revenue annually trom new resident <br />spending would bring to all entities about $300K <br />each year. <br /> <br />8. The water revenues would be expanded by the <br />addition of333 new customers. <br /> <br />I. Low density will render fewer lots for sale on <br />which to distribute the costs of development. <br /> <br />2. The development of commercial land along FM <br />79 is probably at least a decade away. <br /> <br />3. Residential development along a lake shore <br />brings with it the problem of fertilizer and <br />insecticide contamination of the water supply. <br /> <br />4. The lower dependability of on-site disposal <br />systems threatens the water supply. <br /> <br />5. County road sections, while cheaper to build, <br />cost more to maintain due to ditches and culverts. <br /> <br />6. Hunting should be curtailed on all city property <br />if this option is selected due to the proximity of <br />homes. <br /> <br />7. Leases to archers and shooters should not be <br />renewed because of noise and threat of flying <br />projectiles near homes. <br /> <br />8. The water system would be greatly expanded and <br />require a new pwnping station and higher <br />maintenance. <br /> <br />9. The sale of public land is difficult. If the city <br />acts as developer it puts the city in unreasonable <br />competition with private enterprise. <br /> <br />10. It could overtax public safety services such as <br />lice and fire at resent staffin levels. <br /> <br />Page 23 of 45 <br />
