<br />DRAFT <br /> <br />The Human Resources Director and/or designee are delegated the responsibility for developing, <br />administering, and interpreting these personnel policies and procedures as they apply to all <br />departments and employees, subject to the advice of the City Attorney and review and approval by <br />the City Manager. The Human Resources Director and/or his designee will advise management in <br />all areas of personnel administration, including employee management relations, training and career <br />development and employee health, safety and morale. Department heads and subordinate <br />management personnel are responsible for enforcing the provisions of these policies and for <br />cooperating with the Human Resources office on all related matters pertinent to their organizational <br />units. <br /> <br />Department Heads are responsible for authorizing all personnel actions initiated within their <br />departments. These actions include, but are not limited to: employee selection, pay adjustments, <br />merit raises, promotions, demotions, transfers, and separations. Department Heads have overall <br />responsibility for the administration of discipline within their departments. Such discipline includes, <br />but is not limited to: employee counseling, verbal warnings, written reprimands, suspensions and/or <br />dismissal. This in no way diminishes the authority or responsibility of individual supervisors to <br />maintain order and discipline or to take disciplinary action against employees under their <br />supervision, nor does it limit the City Manager from ultimate oversight of the individual <br />departments. <br /> <br />Department heads may establish rules and policies which apply to their department as long <br />as they are not in conflict with established City rules and policies. For issues covered under <br />Texas Civil Service laws and City policies, the Civil Service laws will take precedence. In such <br />situations, Civil Service employees cannot avail themselves of rights or remedies under these <br />personnel policies and procedures. <br /> <br />8 <br /> <br />Rev. 10/27/04 <br />
