When preparing for the general mailing to property owners, it was found that <br />previous boundaries of the 1984 survey that were passed did not agree. <br />There were potential properties that should contribute to this district that <br />were not included in either of those boundaries. The decision was made to <br />go ahead and do property owner notification for some areas that was not <br />approved by this body. Tommy Haynes showed the Commission what was <br />there originally and what was opted to be done. First Methodist Church was <br />added, the property to the east of the church, the Salvation Army building, and <br />the apartment complex between the church and the Salvation Army, also, the <br />service station at 4th and Bonham. The boundaries that were approved earlier <br />did not include the Gibralter Hotel or the Bedford Apartments. For National <br />Register purposes, they were probably considered stand alone properties in <br />the survey in 1984. Those properties were added as well. Mr. Schenk stated <br />that the new revised version of the Historical District should be approved at <br />this meeting. If this new version of the Historical District is approved then <br />this is the one that will be used from this point forward. Tommy Haynes <br />stated that all addresses and numbers used by the Appraisal District will be <br />on the new map. Motion was made by Barbara Wilson to accept the revised <br />Historic District, seconded by Becki Norment. Motion carried unanimously. <br />5.Presentation of and possible action on Rules of Procedure for the Historic <br />Larry Schenk presented a proposed draft on Rules <br />Preservation Commission. <br />of Procedure. The Commission agreed on amendments on Page Two of <br />adding fourth Monday instead of third Tuesday, Page Three, Section Two, that <br />A thru H be eliminated and Paragraph Two reworded to simply meet the <br />requirements of the Texas Open Meetings Act, Page Five, and 3 minutes on <br />D. Motion to adopt the Rules as amended was made by Barbara Wilson, <br />seconded by Becki Norment. Motion carried unanimously. <br />6.Discussion of and possible action on Registration Forms and Hearing <br />Procedures for the April 3, 2003, Public Hearing of the Downtown Historic <br />Marvin Gorley presented a PowerPoint Presentation to preface the <br />District. <br />Hearing Procedures for the April 3, 2003, hearing. Procedures will be <br />presented at the April 3, 2003, meeting. Claudia Hunt made motion to use the <br />forms presented, seconded by Sue Lancaster. Motion carried unanimously. <br />Motion to adjourn by Sue Lancaster, seconded by Claudia <br />7.Adjournment. <br />Hunt.
